A way to get your app id before upload?

I added the if used more then X times ask for review thing to my upcomming app. But I need an ID. How do you get this ID before your game is on the app store? Or does this have to be done in an update.

create a project on iTunes connect but do NOT add a library. leave it blank and you will have your id
