I have a Apple Mac Mini PowerPC G4 (1.5 GHz, 512 Mb RAM, 80 GB) that is running mac os x 4.1. Do you think it has enough to run mac os x 5?

I am no expert, but I would say no. There is a huge gap from Tiger to Leopard, and your brick would be absolutely min specced.
Mac OS X 10.5 - Technical Specifications
Mac computer with an Intel, PowerPC G5, or PowerPC G4 (867MHz or faster) processor
512MB of memory
DVD drive for installation
9GB of available disk space
But XCode will be no fun at all. You should at least get a medium new one with 4GB RAM to have acceptable speed.
