I want to achieve a background effect similar to something like

I want background to move or change continuously and the objects will appear depending on the motion.
From my understanding this can be done by tile-map but I am not sure about that.
what are the ways I can achieve this. I don't need some code, I'll try to write that on my own. I just need a brief explanation on the logic.
